The problem was onboarding. When someone new joined, the rules of this manager-free world lived in gossip and inference. So Valve wrote them down: a 56-page Handbook for New Employees, which a leaked email said was made 'to make it as easy as we could for new people to join the company.' The handbook calls Valve's office 'Flatland' — no hierarchy, and 'this company is yours to steer.'

Its details are famously concrete: every desk is on wheels so you can roll it next to whoever you want to work with; there are guides to choosing projects and taking vacation; even the glossary has jokes ('WFH — working from home. What to do if a single snowflake falls out of the sky'). The handbook leaked through a gaming forum on 21 April 2012, and The Verge ran a full write-up the same day.

A week later Newell defended the structure to Bloomberg, saying Valve hires 'the most expensive' people rather than the cheapest because the model puts responsibility on the individual. He also admitted the cost: with few internal controls, a run of bad decisions on Half-Life 2 went unnoticed for about six months. The handbook's real invention is turning culture into a document — making an invisible organization readable, quotable and arguable by anyone who joins.
