California's per-capita milk consumption had fallen for 15 years against sodas, and the state's milk processors — organized as the California Milk Processor Board, funded 3 cents per gallon — needed a turnaround. Instead of another benefits campaign, Jeff Manning and Goodby, Silverstein & Partners aimed at the 70% of Californians who already drank milk, reminding them of the moment it was missing.

California milk sales rose from 740m to 755m gallons between 1993 and 1994 — the first increase in over a decade — on a marketing budget of about $23m a year. 'Aaron Burr' won Best in Show at the 1994 Clio Awards and a 1994 Cannes Silver Lion; the tagline reached 90%+ consumer awareness and ran nationally for nearly 20 years before MilkPEP replaced it with 'Milk Life' in February 2014.
