What it had to solve
Unattended cooking is New Zealand's leading cause of house fires; half of fatal house fires involve alcohol or drugs, yet 20% of young 'Disengaged' Kiwis see no risk and reject being told what to do. Fire and Emergency New Zealand needed an intervention this audience would accept.
How it works
New Zealand's most common domestic fires start in the kitchen: one in four house fires begins there, and half of all fatal house fires involve alcohol or drugs. The audience at real risk — 20% of Kiwis, the 'Disengaged' — had heard the warnings for decades and ignored them: they leave cooking unattended, cook while drunk or high, and switch off instantly when authority tells them what to do.
Fire and Emergency New Zealand and agency Motion Sickness answered with 'You're Cooked', a cookbook built for exactly that audience: a 'Cooked Book' of recipes that require no stovetop or oven — the two ingredients of most kitchen fires — amplified by deadpan films, social-first content and out-of-home carrying the line 'If you're cooked, stay off the stove.' The joke did the safety work: it spoke the audience's own slang, so the campaign felt in-group rather than instructional.
The results survived a national, always-on Kantar tracker: claimed stovetop-cooking-unattended behavior among the Disengaged fell from 51.2% to 39.4% in eleven months — well past the −5pp objective — with frying-cooking claims falling 33.7% to 24.8%. Motion Sickness counts a 44% behavior reduction in four months, a 7.5% drop in incidents and 2.2M+ completed video views. New Zealand's Effie juries gave it multiple Golds including 'Hardest Challenge'; at the 2024 Best of the Best it won a Global Grand Effie.
Why it lands
- It gave the resistant audience a usable gift instead of a warning: a cookbook engineered for the moment of risk — drunk, midnight, hungry — so the intervention physically reached the kitchen.
- Slang became strategy: 'cooked' is the audience's own word, so the campaign felt in-group; authenticity is the documented precondition for this audience's attention.
- The behavior metric moved because the product moved the point of failure: with no flame required, the single most dangerous step was designed out of the ritual.
- A government client dared to be funny, which let the message travel: 2.2M+ completed video views and a festival of fresh content — reach that fear-based warnings never achieved.
What it did
A Kantar Public tracker (N=500/month) found claimed unattended stovetop cooking among the target fell from 51.2% to 39.4% in eleven months (target −5pp), with frying-cooking claims falling from 33.7% to 24.8%; Motion Sickness reports a 44% behavior decrease within four months, a 7.5% drop in unattended cooking incidents and 2.2M+ completed video views. The work won several NZ Effie Golds including 'Hardest Challenge', then the Global Grand Effie in the Government, Institutional & Recruitment category at the 2024 Best of the Best Effie Awards.
What you can take
For behavior that can't be reasoned away, change the behavior's shape instead of the message — hand the risky crowd a no-fire path to the same outcome and they'll take it over a lecture.
Since then
The platform proved durable where PSAs usually fade: FENZ extended 'You're Cooked' with new content across three years (launched November 2022), citing 'tangible impact in communities across Aotearoa', while Effie ceremonies in New Zealand and globally kept honoring it — including a 2023 haul that named it best public sector/government marketing campaign and a Global Grand Effie at the 2024 Best of the Best. For Motion Sickness the campaign became a calling card, and for FENZ a repeatable template for reaching audiences that rebuff conventional fire-safety advertising.
