Barcelona's superblocks reclaim nine blocks for people — city NO2 down 31% by 2023
Nine blocks, one superblock: through-traffic stays on perimeter roads while interior streets become playgrounds, plazas and green paths.

What it had to solve
Barcelona's 19th-century Cerdà grid handed most public space to motor traffic, and NO2 repeatedly breached EU air-quality limits. The city wanted to reclaim streets without a wholesale car ban.
How it works
In September 2016 Barcelona inaugurated its first superblock in Poblenou: a cluster of nine Cerdà-grid blocks where through-traffic is limited to the perimeter and interior streets are reserved for residents, one-way and slow. One former junction immediately became a basketball court and children's play space.
The idea, designed by Salvador Rueda of the Barcelona Urban Ecology Agency, treats the superblock as an urban cell. Rueda estimated at launch that up to 70% of road space currently reserved for cars could become car-free or mixed use if the model was fully applied, and the city council framed it as returning the street — everyone's shared home — to citizens.
Eight years of city-council air-quality data show NO2 at traffic stations falling from an average of 55 in 2015 to 28, a drop of 31%, alongside the growth of a 240 km bike network and 56% more bike journeys. The council credits the superblocks and its Protecting Schools programme, plus the low-emission zone, for the change.
The model spread to Horta, Sant Antoni and the Eixample, where green hubs and large squares are planned. Early pilots drew local complaints about parking and bus access, and cities from Paris to New York began studying the scheme, making superblocks a global urban-planning export.

Since then
Superblocks expanded from the Poblenou pilot to Horta and Sant Antoni, and the programme became the city's street-transformation model, with plans for green hubs and four large squares in the Eixample. Early pilots faced local opposition over parking and bus access, and the council kept adapting the design through consultation; meanwhile cities from Paris to New York launched or studied similar schemes.
