What it had to solve
SHEIN grew out of Guangzhou as an online-only fashion retailer and needed a way to offer endless new styles without the industry's usual gamble: committing to tens of thousands of pieces months before anyone knows what will sell. It built what it calls the large-scale automated test and reorder (LATR) model, in which every new style starts as a small experiment and only consumer response decides whether production scales.
How it works
SHEIN's production model inverts fast fashion's core gamble. Traditional retailers forecast months ahead and order tens of thousands of pieces per style; SHEIN starts every new style with a first order of 100–200 pieces, tests it with real shoppers online, and only then decides whether factories ramp up. It calls the system the large-scale automated test and reorder (LATR) model.
The system was built over more than a decade with thousands of small garment factories around Guangzhou's Pearl River Delta. Suppliers get free digital tools covering ordering, production tracking and quality checks, plus an online fabric platform so materials are prepared ahead of production; payment terms shrank from the old three-to-six-month wait to about 30 days, and as little as 7 days for top factories. SHEIN launches thousands of new items on its app each day.
The economics show up in inventory. A Boston Consulting Group study cited by SHEIN found its stock turns about every 40 days, against a retail fashion industry average of 108–121 days between 2019 and 2021, and the small first batches cut deadstock and waste. By 2023 Kantar BrandZ made SHEIN the top newcomer in its global ranking at No. 70 with a brand value of $24.3 billion, and its 2025 Hong Kong listing materials reported revenue above $41.8 billion with 273 million active consumers.
Why it lands
- A 100–200-piece first order makes a wrong bet cheap, so the company can test thousands of styles a day without risking the warehouse on any one of them.
- Live consumer data — clicks, carts and purchases — decides reorders, replacing the buyer's forecast with measured demand.
- Free digital tools and faster payment (about 30 days, down to 7 for top suppliers) kept thousands of small factories inside the network, making the flexibility hard to copy.
- Inventory that turns in about 40 days versus the industry's 108–121 means less deadstock and lower financing cost, which is how ultra-low prices stay viable.

Replace the forecast with a feedback loop: when the first batch is small enough to be wrong cheaply, the market — not the planner — decides what gets made next, and waste stops being a forecast error.
Since then
By the mid-2020s the LATR approach had become the industry's reference model: Boston Consulting Group held it up as the direction for agile fashion manufacturing, and competitors adopted small-batch, data-driven production. SHEIN's 2025 Hong Kong listing materials described a business serving 273 million active consumers with revenue above $41.8 billion, still built on its Guangzhou supplier network while the company pushed to localize more supply closer to customers outside China.
