Finland's public-diplomacy unit ThisisFINLAND wanted the world to see the country as more than functional and digitally competent — it also wanted 'fun' attached to the nation brand. In 2015 the fastest-growing visual language on earth was the emoji, and no country had claimed it.

Let a country speak in stickers: 30+ official Finnish emojis — naked sauna, Nokia 3310, headbanger — released free as the world's first country-themed emoji set.

The ministry commissioned art director Bruno Leo Ribeiro and rolled the set out as a ThisisFINLAND Christmas calendar in 13 languages, opening one emoji per hatch from 1 December 2015. The first three set the tone: the Headbanger (Finland has the world's most metal bands per capita), the Sauna, and the Unbreakable — the Nokia 3310. Downloads were free, and later releases pushed the set to 62 emojis.

The launch reached roughly 240 million people through traditional and social media, drew international awards and unsolicited commercial-cooperation offers, and grew to 62 emojis by 2017. Two of them — the sauna and woolly socks — were approved by the Unicode Consortium for the global standard, meaning a country's self-image now sits on every phone keyboard on earth.

In November 2015 the Finnish Ministry for Foreign Affairs announced the world's first country-themed emoji set: more than 30 stickers created with art director Bruno Leo Ribeiro, released one by one through a multilingual Christmas calendar starting 1 December, then free to download from finland.fi and app stores.

The choices were deliberately unhinged: a naked man and woman in a sauna, the legendary Nokia 3310 (the Unbreakable), and a long-haired Headbanger throwing his phone away — a nod to Finland's status as the country with the most heavy-metal bands per capita. Petra Theman, the ministry's public-diplomacy director, said the wish was to show Finland was 'not only functional but also fun' and digitally savvy.

The world took the joke exactly as intended. Coverage reached an estimated 240 million people, the ministry was flooded with awards and commercial-use proposals, and the collection kept growing — six summer emojis including the Åland flag and the swan brought the total to 62.

The strangest coda is the most durable: two Finland emojis, the sauna and woolly socks, were approved by the Unicode Consortium into the global emoji standard, so the country's self-deprecating stickers became part of every phone keyboard by summer 2017 — the first time a national brand wrote itself into the world's shared visual vocabulary.

Emoji were the most shareable medium of 2015, and claiming them first gave Finland a genuine world-first headline rather than another tourism ad.

Self-deprecation disarmed scepticism: a ministry willing to draw a naked sauna scene or a phone-tossing metalhead read as confidence, not propaganda.

Each sticker compressed a real national trait — sauna culture, Nokia nostalgia, metal density — so the jokes still carried information about the country.

Free, unrestricted downloads meant the set travelled at internet speed, with journalists, expats and fans doing the distribution the ministry never had to buy.

Speak in the audience's visual language: a foreign ministry adopting the emoji vernacular made nation branding feel like a gift, not an ad — and free beats controlled when you want spread.

The set grew to 62 emojis by 2017, when the sauna and woolly socks entered the Unicode standard and started appearing in devices worldwide. The ministry reported being overwhelmed by cooperation requests and awards, and Finland's emoji stunt became the template other countries and cities reached for when trying to look human online.
