Mersey Burns wins NHS adoption by selling its IP for £1 and passing peer review
A burns-app side project gave its IP to an NHS trust for £1, published peer-reviewed validation, and became a regulated medical device.

What it had to solve
Doctors who rarely see serious burns mis-estimate the burned body-surface area and get the fluid arithmetic wrong, harming patients. A military officer turned coder and two plastic surgeons built Mersey Burns, where medics draw the burn on a body outline and the app prescribes resuscitation fluid — but a skeptical national health service would not adopt a phone app on faith.
How it works
In 2010, while planning to leave the Royal Army Medical Corps for software, Chris Seaton was asked to build an app with plastic surgeons Rowan Pritchard Jones and Paul McArthur, who had been considering writing a book instead. The result, written around 2011, was Mersey Burns: a doctor colours in the burned areas on an outline of a body, enters age, weight and time since injury, and the app returns the resuscitation-fluid prescription, removing the mis-estimation and arithmetic errors that hurt seriously burned patients.
The hard problem was not the code but adoption. To get local NHS authorities to take the app, the team sold them the intellectual property rights for £1, so the trust owned the app and carried the liability for its use — turning the institution from a cautious buyer into the party responsible for championing it. A health-and-innovation cluster added a grant of several tens of thousands of pounds.
They then proved the app like a new medical procedure. A peer-reviewed study in the Emergency Medicine Journal showed lower variance in burn-area estimation and fluid calculation than the traditional method, and the app was formally regulated as a medical device — the first phone app in the UK to go through that process. Being first let the team propose their own runtime self-test system and the published study as the evidence base; the British Association of Plastic, Reconstructive and Aesthetic Surgeons added its badge.
The University of Manchester's media operation turned the story — former soldier, student, app for badly burned patients — into TV, radio and a national-newspaper feature, and the team entered every health-and-technology award in reach, winning overall at the 2013 eHealth Insider Awards among others. NICE, the UK's clinical-evidence authority, published a 25-page briefing on the app.
Why it lands
- A £1 IP sale changed the adopter's incentives: the NHS trust owned the app and its liability, so it had reason to champion rather than merely tolerate it.
- Publishing a peer-reviewed trial treated the app as a new clinical procedure, meeting doctors' own standard of evidence instead of asking them to trust software.
- Being first in the UK to regulate a phone app as a medical device let the team propose their own testing method, turning an unknown process into a negotiating position.
- University media teams, award programs and a professional body all needed projects to champion, so a credible story got promoted for them free.

It earned TV, radio and national-press coverage, opened consulting work with a major pharmaceutical company and a second NHS app contract, and a 2018 Channel 4 documentary showed it used on a badly burned baby.

A risk-averse institution will not adopt even a good product on faith: transfer the liability to the adopter and meet its evidence bar — peer review and formal regulation — before asking for trust.
Since then
Mersey Burns remained available on the UK App Store and Google Play plus an online version, with copyright held by St Helens and Knowsley Teaching Hospitals NHS Trust. Its authors built on the project with paid consulting for an international pharmaceutical company and a second NHS app that generalized clinical calculators. Seaton moved into computer science research, using Mersey Burns to demonstrate the full arc from idea through regulation, shipping and promotion; in 2018 a Channel 4 documentary, Emergency Helicopter Medics, showed the app being used on a badly burned baby.
