When Taiwan rationed masks, civic hackers built real-time stock maps from open pharmacy data — 100+ versions in days, used by millions.

In February 2020 Taiwan introduced a name-based rationing system allowing two masks per week, but nobody knew which pharmacy still had stock, so people queued at random. On February 6, Digital Minister Audrey Tang announced the government would publish inventory data from 13,000 contracted pharmacies, updated every 30 minutes.
How it works
In early February 2020, as COVID-19 reached Taiwan, the government introduced a real-name mask rationing system that let each person buy two masks a week. The policy solved supply, but created a new problem: nobody knew which of thousands of pharmacies still had stock, so people queued at random and left empty-handed.
The breakthrough came from a data decision. On February 6, Digital Minister Audrey Tang — herself a founding member of g0v, Taiwan's civic-hacker community — said the government would publish real-time inventory from 13,000 contracted pharmacies, updated every 30 minutes. g0v volunteers took it from there: the first mask map went online on February 8, and by February 9 more than 100 different versions existed, built by programmers working unpaid in their spare time.
The most popular versions combined stock levels with pharmacy reviews, business hours and automatic location; some added voice query for visually impaired users. The government embedded the community's tools on its own website, and Taiwan ended up with what observers called the world's most comprehensive mask inventory query system — created in 72 hours, not by a procurement contract, but by citizens coding for their own neighbors.
Why it lands
- The creative leap was treating citizens as co-builders of public infrastructure: instead of commissioning one app, the state released the data and let the community compete on solutions.
- Open source turned a single map into an ecosystem: a hundred volunteer variations found the best designs by trial, including accessibility features no government spec would have included.
- Speed mattered more than polish: in a queue-driven crisis, a crude map updated every 30 minutes was worth more than a perfect app delivered in a month.
- The idea scaled internationally for free: cloned in South Korea and adapted in Italy, Germany and the US, proving civic code could export as effectively as a commercial product.

Since then
The mask maps stayed in service through the rationing period, maintained by volunteers for more than a year. As developer kiang reflected in a 2021 talk, the map itself could be built in one night, but the data infrastructure behind it took more than 20 years, and keeping a volunteer-run public service alive is the hard part. The model — government open data, civic hacking, and embedding community tools in official services — became a landmark example of civic technology and was studied internationally as part of Taiwan's pandemic response.
