Adopt-a-Hydrant lets Bostonians claim a hydrant to dig out — open source, 9+ cities
A tiny Code for America app turned shoveling snow off a fire hydrant into a personal 'adoption' — and the idea spread to Honolulu, Chicago and Seattle.

What it had to solve
Boston snowstorms bury fire hydrants so firefighters cannot find them, and the city could not shovel thousands of hydrants after every storm. The normal route — government software procurement — took years and millions of dollars.
How it works
In 2011, Code for America — a nonprofit that sends tech fellows to work inside city governments — deployed its first fellows to Boston. One of the smallest apps they wrote was Adopt-a-Hydrant: a web page with a map of the city's fire hydrants where residents could click 'adopt' one, pledging to dig it out after a snowstorm. The problem was real — snow routinely buried hydrants so firefighters could not find them — but the solution was deliberately playful.
The app worked because it reframed a civic chore as a personal commitment. Instead of asking citizens to report a problem or volunteer generically, it let each person claim a specific hydrant and feel responsible for it. And because the code was open-source, it did not need a multi-year procurement: any city could take it and repurpose it for its own objects.
That is exactly what happened. Honolulu's IT department used the code to recruit citizens to check tsunami sirens, Seattle planned it for clogged storm drains, Chicago rolled it out for shoveling sidewalks, and Buenos Aires joined in for public safety equipment. Jennifer Pahlka, Code for America's founder, wrote in CNN that nine cities were using or planning the app, built in days rather than the years and millions a normal government software project would have cost.
Why it lands
- It made a mundane public chore personal: claiming one hydrant by name created ownership, pride and a reason to act.
- It inverted the default: citizens became the service providers, and government became the platform connecting them.
- Open source turned one tiny idea into a replicable civic pattern that cities could adapt to their own objects — sirens, drains, sidewalks.
- It proved civic software could be permissionless and generative, the opposite of the slow, expensive government procurement it replaced.

It spread virally without promotion: Honolulu reused it to check tsunami sirens, Seattle to clear clogged storm drains, Chicago to shovel sidewalks, and Buenos Aires too — CNN counted nine cities using or planning the app within a year.

Since then
The 'adopt' pattern became a civic-tech template, reused for tsunami sirens, storm drains, sidewalks and more; the original code remains on GitHub under Code for America's name. Pahlka's TED talk and CNN commentary used the app as the emblem of her argument that government should work like the internet — a platform for citizens to help themselves and each other.
